Electrolysers for Europe (E4E) welcomes the objectives of the Industrial Accelerator Act (IAA), in particular the inclusion of Made in Europe criteria for electrolysers.
The IAA comes at a decisive moment. Energy security, technological sovereignty and cleantech leadership are now fundamental to Europe's industrial future. Recognising electrolysers within the Made in Europe framework sends an important signal, confirming the role of electrolysers as a strategic cornerstone of Europe's clean energy transition and industrial resilience. However, the proposal published falls short on critical points for European electrolyser OEMs, in particular on:
• Providing a clear definition of Made in Europe
• Delivering a strong market signal that Electrolysers made in Europe should be deployed every time public money is involved
• Ensuring that any foreign investments in the European electrolyser sector bring actual value to the European economy
• Establishing robust lead markets based on an EU-wide methodology that are genuinely built on homegrown renewable and low carbon electrolytic hydrogen
Scaling up made in Europe electrolyser capacity will strengthen EU energy security, anchor strong European value chains with global export potential and help integrate surplus renewable power into energy grids. All of which are political priorities at EU and Member State level.
If the European Union is serious about securing global leadership in clean hydrogen technologies, it must avoid lowest-common-denominator compromises and commit to genuine industrial ambition. The IAA is an important opportunity. As negotiations advance, Europe must ensure that ambition translates into durable industrial capability and credible investment conditions.
